Update: r/DavidEgrrr pointed me toward this Balloon. Created a 3D mesh with some deformation and proper position/lighting. The proportions are exact.

I used an a.i. to upscale the latest "leaked" DoD image x 4. You be the judge, but it looks like something that is being deformed by the wind.
