As shown in the image. NOTAM (notice to airmen, for the lay people) published 6 Dec 2100.

I'll paste the details down below but for the non-aviation people - a TFR is a temporary flight restriction. They are administered by the FAA and can be used for any number of reasons - weather, disasters, emergency declarations, security for VIP flights and/or military, etc. They are published via a NOTAM as described above, as well as flight apps and other methods.

In this particular example FAA is restricting flight from the surface (SFC) to 1000 ft AGL which is targeted at small unmanned aerial systems (sUAS).

What's notable about this TFR is its only 1 mile wide. Are they looking for something? The NOTAM is clear that authorities are prepared to use force to down unauthorized UAS flights in the zone. I have highlighted the relevant text in the NOTAM.

A. UAS OPS MAY BE AUTH WI THE DEFINED SSI AIRSPACE IF IN COMPLIANCE WITH THE RQMNTS LISTED BLW:

1) UAS OPS IN DCT SUPPORT OF AN ACT NTL DEFENSE, HOMELAND SECURITY, LAW ENFORCEMENT, FIREFIGHTING, SAR, OR DISASTER RESPONSE MISSION;

2) UAS OPS IN SUPPORT OF EVENT OPS;

3) COMMERCIAL UAS OPS WITH A VALID STATEMENT OF WORK;

4) MUST BE IN POSSESSION OF AN APPROVED SPECIAL GOVERNMENTAL INTEREST(SGI) AIRSPACE WAIVER;

5) AND COMPLY WITH ALL OTHER APPLICABLE FEDERAL AVIATION REGULATIONS.
B. UAS OPR IDENTIFIED IN A.1, A.2 OR A.3 ABV MUST APPLY FOR A SGI WAIVER VIA EMAIL AT 9-ATOR-HQ-SOSC@FAA.GOV.
