I found this peculiar video on instagram and wanted to know what the community thought of it, whether it was a CGI video/hoax.

The video was submitted by instagram user @bien_forever. It shows a strange looking 'cloud' moving in a peculiar way, at what appears to be low level compared to the few other clouds in the sky. The commentary from the man recording is that he can see strange flashes of lights from within the cloud and upon further inspection, that does appear to be the case, though it could be from light reflections.
