It seems that the Congressman has been dealing with the wrong people, he's asking the General to overstep his authority, same thing with the other Pentagon officials, they are too low on the totem pole. A simple internet search turns this up;

According to the Department of Defense Instruction (DoDI) 5205.11, the Directors of the DoD Component Special Access Program Central Offices (SAPCOs) and Directors of the Principal Staff Assistant (PSA) SAPCOs with Cognizant Authority (CA) and Oversight Authority (OA) over SAPs can grant waivers to the standards stipulated in this volume based on a risk assessment and operational requirements.

Additionally, members of Congress assigned to designated defense and intelligence committees shall be authorized access to DoD SAPs within the respective committee’s SAP oversight role, *except for waived programs*.

The President and the DOD officials listed here are the ones they should be talking to; they are the ones who "waived" the Congressional reporting requirements.

To summarize,

The POTUS (President of the US) and the DOD decide what SAP are waived, (waived means those SAP that are not required to submit to Congressional oversight.)
