I thought I would present a few graphics to assist everyone to understand just what exactly has gone on with AATIP / AAWSAP over the timeline that John Greenewald (u/blackvault) has produced:

As the funding for these program(s) dried up, they were simply moved to other sections of government. “*But why did they dry up, Harry*?” I hear you ask. Well, I’ve also included a few facts to connect the dots amongst the players that may give an insight as to why this occurred, and things that are still in play today.

First of all, one has to understand the long-running resentment / hatred between the Central Intelligence Agency and the U.S. Military and later the National Security Agency since the C.I.A.’s inception in 1947. I won’t go over it here, but this webpage goes into great detail over some of the larger problems:

The Director of Central Intelligence (DCI) controlled most if not all the UFO/UAP data up until the creation of the Director of National Intelligence position in 2004, due to the intelligence failures of 9/11.

With that out of the way, let’s consider some of the other key Government positions regarding the UFO/UAP topic:

The Director of the Defense Intelligence Agency

USAF General James Clapper is well known; as we will see, he has a key role in the “shell game” of moving AATIP/ AAWSAP around.

Vice Admiral Thomas Wilson is also well-known in the UFO/UAP community – mainly because he was denied access to Waivered, Unacknowledged Special Access Programs regarding crash retrieval reverse engineering.

LT. GEN Ron Burgess may not be that well known; an Evangelical Christian that was a major part of Donald Trumps’ Presidential Election campaign. He may have been the main driver of the decision to defund AATIP / AAWSAP in 2009; the DIA money budgeted for the program, therefore, runs out in 2012. As per Blackvaults' page on the original solicitation:

*"The term of the contract is from Date of Award through September 30, 2009. The contract will have four one-year options, for the period of September 29, 2008 through September 30, 2013."*

The last one-year option for FY 2012 - 2013 was not executed, possibly because the Directorship of the DIA changed during that period.

LT. GEN. Michael Flynn is well known; what may not be well known is that he was a lifelong Democrat prior to becoming D-DIA. What changed his mind to run as a Republican with Trump?

During his first few weeks as D-DIA, the U.S. Military discovered that the Tailban were using Stinger missiles against them in theatre that had been originally issued to the C.I.A.:

Hillary Clinton’s fingerprints were all over this supply chain when the Benghazi attack occurred later on in September 2012, prompting the “Lock Her Up” chant at campaign rallies. Flynn is also an Evangelical Christian and protégé of his predecessor Burgess. He may have also been involved in shutting ATTIP / AAWSAP down.

An interesting side note: Flynn was in the Command Group of GEN. Stanley McChrystal, as depicted in the movie “War Machine”. During the Icelandic volcano eruption in 2010, McChrystal and his entourage were accompanied by Rolling Stone magazine reporter Michael Hastings on a boozy bus trip to Berlin, necessary because all flights had been cancelled. During that trip, Flynn was reported to have told Hastings some interesting information regarding the then Special Assistant to President Obama on Homeland Security, and later, CIA Director John Brennan. Hastings later died in a mysterious car crash, which Former U.S. National Coordinator for Security, Infrastructure Protection, and Counter-terrorism Richard Clarke said “could be consistent with a cyber attack”.

As we also know through WikiLeaks, Democrat power broker John Podesta also had an interest in UFOs / UAPs at the time. The knowledge of AATIP / AAWSAP and the possibility of Podesta’s influence in a Hillary Clinton Presidency may have also been the catalyst for Flynn to become part of the Trump campaign, and may explain why he was heavily targeted very early on.

The Under Secretary of Defense, Intelligence and Security

Once the DIA Director defunded the AATIP/AAWSAP program, it became necessary to relocate it to a new “bucket of money” within Government. The OUSD(I&S) seemed like a perfect place to hide it – and most probably suggested by someone who had held that position previously and was very familiar with the Office. That person would be former USAF General James Clapper.

Knowing in 2010 that the AAWSAP / ATTIP program would be unfunded past 2012, he therefore establishes the required structures and moves it to within his own Office's remit.

Ezra Cohen-Watnick may not be very well known. He was a protégé of LT. GEN. Flynn, having trained at the C.I.A.’s “Farm” alongside Flynn’s son, Michael Flynn Jr. Although only acting in the USD(I&S) role for a short period of time, the fact that the June 25, 2021 UAP report had to be complete within 180 days of the directive means that Cohen-Watnick, along with DNI John Ratcliffe, initiated the first UAP report in December 2020.

Ronald Moultrie is well known in the UFO / UAP community, for all the wrong reasons.

Director of National Intelligence

The Director of National Intelligence position was created in 2004 and supersedes the Director of Central Intelligence, who was the C.I.A. Director. It should be of surprise to no-one then why the 2021 report only went back to 2004 – there was zero cooperation from the C.I.A. relating to events prior to this date.

James Clapper resigned from the DNI position the day of President Trump’s inauguration. It is also interesting to note that Clapper lying to Congress about U.S. Intelligence collecting information on its citizens was the catalyst for Edward Snowden to release evidence to the contrary.

John Ratcliffe is also well known to our community for his comments regarding this subject.

Avril Haines is known for famously stumbling when mentioning the word “extra-terrestrial”. She is speaking this week at the LBJ Library in Texas; hopefully more information will be forthcoming on the UAP subject.

Incidentally, Haines will be speaking at “America’s Secrets: Classified Information and Our Democracy”, and event organised by the Public Interest Declassification Board:

P.S. - Don't shoot the messenger. I am merely providing the information - make of it what you will.

EDIT: Just had another thought - perhaps Burgess and Flynn defunded the program because, as their predecessor Wilson found out, the D-DIA didn't have a "need to know" about the WUSAPs. "*Why should we fund something we don't have access to?*" may have been the thinking. It was thus left to Clapper to find ways to fund the program, who was the D-DIA when Bobby Ray Inman was poised to become Secretary of Defense. Clapper may have known all about the WUSAPs and "the major engineering project" that Oke Shannon's notes claimed that Inman was running in 1985. Inman's SECDEF run was torpedoed, of course, by the Computer UFO Network (CUFON) letter sent to the Senate Armed Services Committee in 1994.
