This is just hovering stationary above a thin cloud, which on looking closer seems to be something hidden inside
No visible form of propulsion
No other stars visible
More max Velocity shows multiple stationary static cameras across various counties covering the current weather conditions in the US, currently covering the the south West snow/ice storms. Current temperatures are between -10- -20 with wind chill, so doubtful if any birds or bugs flying around, wind speed between 0-5mph across most counties/states
