What did I just capture ?

I am an amateur astrophotographer. I tried to capture Serpens and Draco constellation when I saw this. What it could be ? Time :23:50 Location : Paskov Czech Republic.
It looks like rotating two times. Shot on iPhone 15, 70% clouds on the sky.
