Location: Whidbey Island, WA (town of Langley)

I know this video is terrible quality, but it’s what she was able to get with her phone. Around 3:30 AM, my mom looked out the window and saw something moving very slowly in the sky. She went outside thinking it might be Starlink, but it was not, and said to her naked eye, it appeared to be changing shape. It was moving very slowly in one direction, not dipping or changing directions, and she watched it for about 10 minutes before going back to bed. She couldn’t determine the size or distance but was certain it wasn’t an airplane. Totally open to this having a rational explanation (my thought was maybe a drone scoping things out in prep for fireworks filming the next day?), but the changing shapes part was very odd.
