Description
Apparently there's a high altitude balloon at 62,300 feet over the Gulf of Mexico tonight. HBAL decodes to Project Loon, which is (was) a program to loft high-altitude balloons carrying Internet transceivers. I thought the program was scrapped, but there's one supposedly hovering off the coast of Tampa tonight.
