Buddy is airline pilot and took this video.
“The lights were going all directions but we were flying east at 31000 ft looked like they were over the ocean way above us we were going Mach.79 and saw them for a good 45 min. “

Sorry the pilot is not willing to give any additional identifying information.
They have reported the lights in the past.
Third time seeing them.
