Alfonso Rueda is a physicist and electrical engineering professor at California State University, Long Beach, who has worked on the physics of the quantum vacuum.
Zero-point field and inertia

In 1994, with Bernard Haisch and Hal Puthoff, Rueda published a paper in Physical Review A proposing that inertia, the resistance of objects to acceleration, might arise from their interaction with the electromagnetic zero-point field. He continued developing the idea with Haisch in later papers. The proposal attracted attention in advanced propulsion circles, because controlling inertia could in theory enable new kinds of motion, but it has not been accepted by mainstream physics.
On the UAP Timeline

- Zero-point field theory of inertia paper (1998) (August 1998) — Puthoff and Lockheed researchers publish a paper on inertia and vacuum energy.
- Martins–Pinheiro inertia papers (1 February 2007) — Lisbon physicists suggest electric and magnetic fields could alter inertial mass.
- Bernard Haisch on legacy programs (2018) — Lockheed astrophysicist Bernard Haisch comments on alleged 'legacy' UAP programs.
