High-level Arlington workshops (2005) — Puthoff describes high-level workshops on the UAP question.
According to Jacques Vallée's journals, in December 2005 Hal Puthoff told him about workshops run by the Arlington Institute that were attended by people more senior than its founder, John Petersen, and that discussed UFO-related scenarios.
The participants weren't named. The Arlington Institute had a history of scenario planning for "wild card" events, including how society might react to confirmed contact with non-human intelligence.
The entry suggests that some officials were privately thinking about disclosure scenarios in the mid-2000s, though without documents, it's impossible to say who or how seriously.
