One black UFO operation claim (2003) — Puthoff and Petersen tell Vallée there is only one 'black UFO operation', about hardware.
According to Jacques Vallée's journals, in August 2003 Hal Puthoff and futurist John Petersen told him that there was only one secret "black" UFO operation, and that it concerned hardware, meaning recovered craft or materials.
This view of a single, tightly compartmented program, likely run by a contractor, closely matches the description in the disputed Wilson/Davis notes of October 2002, which describe a contractor-run program that refused access to the former DIA director.
The claim remains unverified. In its 2024 historical report, the Pentagon's AARO said it found no evidence of any such program. Supporters argue that AARO couldn't access the program; skeptics say it never existed.
