Richard Osedacz was a U.S. Air Force captain who, in 1989, wrote a thesis at the Air Force Institute of Technology on tracking objects in space.
Significance
In his thesis, Osedacz noted that space surveillance systems routinely detected "uncorrelated targets", objects in near-Earth orbit that did not match catalogued satellites or debris, and that a database of such objects had long existed. UFO researchers cite this as evidence that the military collects data on unknown objects in space, though uncorrelated targets usually turn out to be uncatalogued debris or tracking errors.
