Richard L. Weaver was a U.S. Air Force colonel who served as director of security and special program oversight. He was the lead author of The Roswell Report: Fact vs. Fiction in the New Mexico Desert (1994), the Air Force's first official report on Roswell, prepared after a request from Rep. Steven Schiff.

The report

Weaver concluded that the 1947 debris most likely came from Project Mogul, a secret balloon program to detect Soviet nuclear tests. In 1993 he had also said the MJ-12 documents were bogus, though he could not say exactly how that conclusion was reached. Researchers criticised the report for not addressing claims about bodies, which the Air Force covered in a second report in 1997.
