Kirsten Gillibrand (born 1966) is a Democratic United States senator from New York, in office since 2009. As chair of the Senate Armed Services subcommittee on emerging threats, she was a leading force behind the creation of the Pentagon's All-domain Anomaly Resolution Office (AARO) and in 2023 chaired a Senate hearing on its work.[1][2][3]
Creating AARO

Gillibrand and Senator Marco Rubio proposed far-reaching UAP provisions for the defence bill in 2022. When the Defense Department replaced its earlier UAP group with AARO in July 2022, its founding was aided by her work, and the final 2023 defence act expanded the office's role and created protected channels for people reporting UAP information. Negotiators softened some of the original Gillibrand–Rubio language.[2][4]
The April 2023 hearing

On 19 April 2023 Gillibrand chaired a hearing of the Armed Services subcommittee on emerging threats and capabilities, at which AARO director Sean Kirkpatrick was the only witness. Opening the hearing, she said that nobody knew where these objects came from, who made them or how they operated, and that the government could not keep ignoring surveillance data that was needed to detect and track UAP. Kirkpatrick said AARO had received about 650 reports and had found no credible evidence of extraterrestrial activity.[3]
Later work

In July 2024 Gillibrand signed on as a co-sponsor of the Rounds–Schumer UAP Disclosure Act amendment.[5]
