Paul Hellyer (6 August 1923 – 8 August 2021) was a Canadian politician who served as Minister of National Defence from 1963 to 1967. In his eighties he became one of the most senior former officials anywhere to say publicly that aliens were visiting the Earth.[1][2]

Hellyer was first elected to the House of Commons in 1949 as a Liberal for Toronto's Davenport riding, then the youngest MP ever elected. As defence minister under Lester Pearson he carried out the controversial merger of Canada's navy, army and air force into a single Canadian Forces.[1][2] He ran for the Liberal leadership in 1968 and served as Pierre Trudeau's transport minister. He later sat as an independent and a Progressive Conservative, ran unsuccessfully for the Conservative leadership in 1976 and, in 1997, founded the Canadian Action Party.[1][2]

In September 2005 Hellyer made headlines by saying publicly that he believed in UFOs. At an exopolitics conference in Toronto that month, he said he had once seen one himself, with his late wife and some friends.[1] In 2007 the Ottawa Citizen reported that he was calling on governments to reveal alien technology that could help solve climate change.[1][3] In a 2014 interview he said at least four alien species had visited Earth for thousands of years. Some came from other star systems, he said, while others lived on Venus, Mars and a moon of Saturn.[1] He also repeated the "Project Serpo" story of an alien exchange programme, which originated with Richard Doty, who later admitted spreading disinformation to UFO believers.[1]
