William "Bill" English, a former U.S. Army Special Forces captain and the son of an Arizona state legislator, claimed in the 1980s that in 1977 he had been asked to analyse a top-secret document titled "Grudge/Blue Book Report No. 13", which described crash recoveries and alien bodies. No copy of such a report has ever surfaced.[1][2]

The claim

English said that in June 1977, while working as an information analyst at a British listening post north of London — identified in other accounts as RAF Chicksands — he was handed a locked diplomatic pouch sealed with red security tape, with an Air Force form asking for an abstract and an assessment of its validity. Inside, he said, was a grey-covered report marked "Grudge/Blue Book Report No. 13", dated "1953–(1963)" and stamped top secret, with a title page, appendix, photograph inserts and a page numbered "1 of 624". He later said the government had captured at least three live aliens, and that the Air Force had run isolation colonies for close-encounter witnesses.[1]

English also said that in Vietnam he had been part of a Special Forces team sent to recover a B-52 forced down after radioing that it was under attack by a UFO, finding the plane intact and its crew dead. He told his story in the late 1980s through John Lear and William Cooper, who circulated it on computer bulletin boards, and journalist Linda Moulton Howe later republished his account. He said he had been warned against talking and had suffered consequences for doing so.[1][3]

No official information on "Report No. 13" exists, and the U.S. government denies it ever existed. Project Grudge and Blue Book's real reports are numbered and publicly available, and none matches English's description. Accounts of his story differ on details such as the month, and his recollections were transmitted through others' transcripts. His claims are regarded as unverified, and some researchers think he was repeating stories from the late-1980s disinformation milieu around Lear and Cooper.[1][4]
