Researcher Bob Oechsler's recording of a 1988 telephone call with retired Adm. Bobby Ray Inman, former director of the National Security Agency and deputy director of the CIA, reached a wider audience when it was played in the documentary Dreamland. The testimony dates this to 2007, when a DVD edition was released; the call itself took place in May 1988.[1][2][3]
The recording
In the call Oechsler asked Inman for advice on obtaining information about recovered craft. According to the testimony, Inman named a CIA official as the best person to ask about the subject. In the best-known exchange, published by Timothy Good in 1991, Inman said he did not know whether recovered vehicles would be made available for research but that ten years earlier the answer would have been no.[1][3]
Interpretation
Oechsler took Inman's remarks as hinting that recovered craft existed. Others noted that the phrase "recovered vehicles" was introduced by Oechsler and that Inman never said anything about UFOs or aliens; a British researcher who obtained the full tape reported that it contained no reference to UFOs. Inman said Oechsler had totally misrepresented their conversation.[3]
Inman's later view

According to the testimony, Inman said in later years that he had found plausible explanations for UFO reports. The recording remains one of the most-cited items involving a very senior intelligence official, though it contains no explicit statement about UFOs.[3][4]
