Puthoff locates the hardware program (2007) — Puthoff tells Vallée he thinks he knows where the secret UFO hardware program hides.

According to Jacques Vallée's journals, in August 2007 Hal Puthoff told him he believed he knew where the secret UFO hardware program was hidden. He said the government still provided funding and security cover, while technical control sat with private contractors.

The description closely matches the disputed 2002 Wilson/Davis notes and anticipates David Grusch's 2023 congressional testimony that non-human craft and material were held by defence contractors outside proper oversight.

Puthoff's belief was based on his confidential sources, and he didn't share details publicly. The Pentagon's AARO said in 2024 that it found no evidence of such a program.
