George Garrett was a U.S. Army Air Forces lieutenant colonel in the intelligence office of Brig. Gen. George Schulgen at the Pentagon in 1947.
The flying disc estimate

During the summer 1947 flying saucer wave, Garrett worked with the FBI to collect and analyse reports. He compiled a study of 16 of the best cases, sometimes called the first U.S. "mini estimate" on flying discs, which concluded the reports described real objects. In August 1947 he reportedly told the FBI he suspected some sightings might be explained by secret U.S. military tests, a concern that led officials to ask Air Materiel Command for advice. That request produced Gen. Nathan Twining's September 1947 memo.
