John E. Moss (1913–1997) was a U.S. Representative from California from 1953 to 1978. He is known as the main driver of the Freedom of Information Act, signed into law in 1966, after years of hearings on government secrecy.
UFO connection

In 1956, Moss's government information subcommittee asked why the Air Force's Project Blue Book Special Report No. 14, a statistical study of UFO reports, was not made public in full, even though it was unclassified. His questions were part of a broader campaign against unnecessary secrecy. The FOIA he championed later became the main tool UFO researchers used to obtain government records.
