Hewitt T. Wheless (1913–1986) was a U.S. Air Force lieutenant general who served as assistant vice chief of staff in the 1960s. He was a decorated bomber pilot in World War II.
The 1967 memo
On 1 March 1967, Wheless signed a memo to Air Force commanders warning that people posing as Air Force officers had visited UFO witnesses, in at least one case confiscating a photograph, and telling witnesses not to talk. The memo asked units to report such incidents. It is often cited as official evidence that something like the "Men in Black" phenomenon was being reported, though it does not say who the impostors were.
