Howell McConnell is identified in Jacques Vallée's journals as an official of the National Security Agency.
His remarks

According to Vallée, on 28 October 1972, McConnell told him that after Project Blue Book closed in 1969, an office at Wright-Patterson Air Force Base continued to analyse UFO reports in secret. The claim fits with the 1969 Bolender memo, which said important reports would be handled outside Blue Book. McConnell's statement is known only through Vallée's account and has not been confirmed.
