Eugene F. Yeates was an official at the National Security Agency, serving as chief of its Office of Policy in the late 1970s and 1980.
The NSA affidavits
In 1980, Citizens Against UFO Secrecy sued the NSA for UFO records. The agency acknowledged holding about 135 UFO-related documents. Yeates filed a public affidavit explaining that releasing them would harm national security by revealing intelligence sources and methods, and a longer secret affidavit for the judge alone. Judge Gerhard Gesell upheld the NSA. A heavily redacted version of the secret affidavit was later released, with most of it blacked out.
