Bill English is a former U.S. Army captain who claimed that in 1977, while serving in England, he read a document called "Grudge/Blue Book Report No. 13", which described crashed UFOs, alien bodies and government contact.

English went public in the late 1980s, and his account was spread by John Lear and Milton William Cooper. He said the report showed Blue Book officials knew of crash recoveries. No such report has been found in released records. Researchers consider his account unverified and possibly linked to the disinformation circulating in that era.
