The testimony cites a claim that a U.S. Air Force project in 1958 used drugs and hypnosis, and that a participant came to believe he had contacted alien intelligences. The source is an online timeline of CIA interest in the paranormal, and later retellings link the claim to the neuroscientist John C. Lilly. No document supports such a project.[1][2]

Lilly (1915–2001) was a physician and neuroscientist who joined the U.S. Public Health Service in 1953 and worked at the National Institute of Mental Health (NIMH), where in 1954 he built the first isolation tank to study the effects of sensory deprivation. He also mapped animal brains with implanted electrodes. According to the timeline, he briefed the intelligence community on his brain research and his isolation-tank work, but refused to let it be classified and later abandoned electrode work as unethical. He left NIMH in 1958 and set up the Communication Research Institute in the U.S. Virgin Islands to study communication with dolphins, with funding that included NASA and military sources.[1][2][3]

From the early 1960s Lilly experimented on himself with LSD, often in an isolation tank, and later with ketamine. In 1974 he came to believe he was in contact with a hierarchy of cosmic entities, the lowest level of which he called the "Earth Coincidence Control Office", which he said guided events on Earth.[2][3]

The alleged project

The claim about a 1958 Air Force drug and hypnosis project appears in online lists of mind-control programs, sometimes under the name "Project Orion". Researchers have found no source for it, and Lilly's beliefs about contact with cosmic intelligences date from the 1970s, long after he left government research. Documented government work combining drugs and hypnosis in that era was carried out by the CIA under programs such as Bluebird, Artichoke and MKUltra. The claim appears to mix Lilly's documented life with unverified details.[1][2][4]
