Allen Welsh Dulles (1893–1969) was director of the CIA from 1953 to 1961, the longest-serving director in the agency's history. In UFO lore he appears in a disputed document dated 28 June 1961, supposedly a memo from President John F. Kennedy asking him about UFO matters, which is part of the "Majestic 12" papers widely regarded as forgeries.[1][2]

Dulles led the CIA through the height of the early Cold War, including the U-2 spy plane program and covert operations abroad. He was forced out after the failed Bay of Pigs invasion of Cuba in 1961, and later served on the Warren Commission investigating Kennedy's assassination. The CIA-sponsored Robertson Panel on UFOs met in January 1953, just before he became director.[1][3]

Among documents promoted by aerospace engineer Robert Wood and his family as part of the Majestic 12 archive is an alleged memo from Kennedy to the CIA director, and a partly burned document said to be related to it. Critics, including writer Seamus Coogan, argue that the papers are fraudulent and that their depiction of Kennedy's involvement is implausible; the Majestic 12 documents as a whole were declared "completely bogus" by the FBI in 1988.[2][4]
