C. Richard D'Amato, counsel for international and national security on the U.S. Senate Appropriations Committee, told Jacques Vallée in 1990 and 1991 that the intelligence community was hiding UFO data from Congress and that a secret project spreading false information was acting illegally, according to Vallée's journals.[1]
The first meeting

Writer Whitley Strieber suggested the meeting in June 1990, saying D'Amato believed there was illegal intelligence activity involving UFOs and would speak only in confidence. On 21 June 1990, Vallée wrote, D'Amato told him the intelligence agencies had been hiding UFO data from the legislative branch for years, appearing only to get money for secret projects such as "discoid platforms", and were not authorised to deceive the public or stage UFO hoaxes with taxpayers' money. He said that in Washington you must find out the truth before holding hearings.[1]
"A felony"

On 24 May 1991, after meeting writer Timothy Good, journalist George Knapp and Bob Lazar, D'Amato told Vallée that what the secret group was doing was a felony: a government employee knowingly spreading false information should go to jail, and spending appropriated or private money on projects Congress did not know about was worse. He asked who was running the country if senators could not find out about a project, and whether a contractor such as Battelle or Lockheed was deciding the nation's fate.[1]
With Kit Green

At a later lunch with former CIA physician Kit Green, Vallée summarised their conclusion that the secret project was illegal, outside any government agency, small, and used high-level leaks to feed false data to researchers. Basterfield noted that Vallée's journals do not show what evidence D'Amato's statements rested on.[1]
The official version

D'Amato's later public statement says a senior committee chairman asked him to make a preliminary inquiry into alleged 1940s crashes in New Mexico, and that he concluded the allegations did not merit a Senate investigation.[2]
