Don Phillips (Donald H. Phillips, 1941–2007), described as a former Lockheed Skunk Works employee and Air Force and CIA contractor, told Steven Greer's Disclosure Project in December 2000 that he had watched UFOs over a Nevada radar site and that the United States had made major technological advances by studying extraterrestrial craft.[1][2]

The radar-site sighting

Phillips said that while in the Air Force he was stationed at Angels Peak, a classified radar installation near Mount Charleston northwest of Las Vegas. One night in 1966 or 1967, around 1 a.m., he said he and about five others saw lighted objects moving at what he estimated were 3,000 to 4,000 miles per hour, making sharp angular turns before forming a circle and disappearing. He said the chief radar operator told him the radar had tracked six or seven solid objects at speeds of about 3,800 to 4,200 mph, and that the duty security sergeant said they should not talk about it.[1]

Other claims

Phillips said he had worked with Kelly Johnson at Skunk Works on the U-2 and SR-71. He said there were records and film of a 1954 meeting in California between extraterrestrials and U.S. leaders including President Eisenhower, that a NATO study had identified twelve alien races, and that technologies such as computer chips, lasers, night vision and bulletproof vests had come from studying alien craft. He said he could corroborate much of Philip Corso's The Day After Roswell, and that his own company, Light City Technologies, founded in 1998, aimed to develop clean energy systems.[1][3]

Phillips appeared in the Disclosure Project's May 2001 press conference at the National Press Club, and his testimony was published in its briefing document and videos.[1][2][4]

A researcher has found records of his work as an engineer and businessman, but not of the programs he described. Phillips was born in 1941, while the U-2 was designed in the mid-1950s. Lockheed has not commented. His claims rest on his own testimony.[1][3]
