Jacobs said that in September 1964 he filmed an Atlas missile test from a telescope at Big Sur, and that the film showed an object approach the dummy warhead, fire beams at it and make it tumble. He said his superior, Maj. Florenz Mansmann, showed the film to men in suits, who took it, and that he was told never to discuss it. Mansmann later supported parts of the story. Engineer Kingston George disputed it, saying the film showed normal missile hardware.
