In May 1992 retired Army Maj. Gen. Albert Stubblebine told a UFO conference in Denver that remote viewers had detected structures and machinery on and beneath the surface of Mars. The lecture is one of the best-known examples of a senior former intelligence officer endorsing psychic claims about extraterrestrial life.[1][2]
Stubblebine
Stubblebine (1930–2017) commanded the U.S. Army Intelligence and Security Command (INSCOM) from 1981 to 1984. He was a strong sponsor of the Army's remote-viewing unit at Fort Meade and of other unconventional ideas: he hoped soldiers might learn to walk through walls, and he had commanders practise spoon bending. He took early retirement in 1984 amid controversy over these experiments, later worked for the defence contractor BDM, and inspired a character in the 2009 film The Men Who Stare at Goats. In later life he and his wife Rima Laibow promoted conspiracy theories about vaccines and the 11 September attacks.[1]
The lecture

Stubblebine spoke at the International Symposium on UFO Research, sponsored by the International Association for New Science, in Denver from 22 to 25 May 1992; Steven Greer introduced him. He appeared as chairman of the board of PSI TECH, a private remote-viewing company. According to the transcript, he said there were structures on the Martian surface and beneath it that earlier spacecraft cameras had not revealed, that there was machinery there which was moving, and that remote viewing could show what it was, where it was and who had made it. He also described a PSI TECH project on the Soviet Phobos 2 probe, lost in 1989, whose results he called revealing but had not released, and claimed remote viewing could reach very high accuracy with the right method.[2]
The CIA Mars session
The CIA's declassified Stargate files include a transcript of a session on 22 May 1984 in which a remote viewer, later identified as Joseph McMoneagle, was asked to describe Mars around a million years ago and spoke of pyramids, a devastating geological disaster and tall, thin people. Writer Jason Colavito has argued that the session was probably not truly blind and that the descriptions echo popular ideas about Mars from the 1970s and 1980s.[3][4]
Assessment
A 1995 review of the government's remote-viewing program concluded that it had never produced information useful for intelligence operations, and NASA's many Mars missions have found no artificial structures. Stubblebine's remarks remain claims based on remote-viewing sessions.[3][5]
