In an interview with researcher Joe Murgia on 18 June 2020, retired Navy commander Will Miller said he had arranged UFO briefings for senior defence officials in the late 1990s, and described how the most secret programs are kept from senior leaders.[1]

The briefings

Miller said he set up briefings with Steven Greer and astronaut Edgar Mitchell for Thomas Wilson, then the Joint Staff's director of intelligence, on 10 April 1997, and for Defense Intelligence Agency director Patrick Hughes on 15 September 1998. He said Wilson took the meeting at his request, while Hughes's office asked him to expedite it, and that both took it as seriously as any national security issue.[1]

How programs are hidden

Miller said the deepest black programs have numbers rather than names, that someone without a need to know who learned of one would hit a blank wall regardless of clearance, and that many unacknowledged programs stand alone rather than being buried in others. He said that, as Philip Corso had argued, long-serving senior civil servants hold the "corporate knowledge" while heads of agencies are often not told so they can deny knowledge. He said he had been read into four or five special access programs.[1]

The Wilson–Davis notes

Asked about the disputed Wilson–Davis notes, Miller said he would be very surprised if Wilson had shared such information. He said he had no recollection of a letter to Eric Davis attributed to him, and had never heard of a special access program being revealed by an unrelated audit.[1]

Miller's views are based on his own experience and are not documented in official records.[1]
