Chuck Schumer (born 1950) is a United States senator from New York who has led the Senate Democrats since 2017, serving as majority leader from 2021 to 2025. In UFO matters he is best known as the lead author, with Republican senator Mike Rounds, of the UAP Disclosure Act, a proposal to force the release of government records on unidentified anomalous phenomena.[1][2]

On 14 July 2023, a few weeks after whistleblower David Grusch's public claims about a secret crash-retrieval programme, Schumer and Rounds announced the Unidentified Anomalous Phenomena Disclosure Act as an amendment to the annual defence bill. Modelled on the law that released records about President Kennedy's assassination, it would have created a collection of UAP records at the National Archives, an independent review board to decide on releases, and government power to take possession of any "technologies of unknown origin" or "biological evidence of non-human intelligence" held by private companies.[2][3]

The Senate passed the amendment as part of its defence bill in July 2023, but House negotiators removed the review board and the seizure power. A reduced version, directing the National Archives to collect and release UAP records, became law in December 2023.[3]

On 11 July 2024 Rounds and Schumer filed a new version of the act as an amendment to the next year's defence bill, with senators including Kirsten Gillibrand and Martin Heinrich later signing on as co-sponsors.[4]
