On 11 June 1985 President Ronald Reagan had lunch at the White House with five space scientists, and wrote in his diary that evening that he had learned "our shuttle capacity is such we could orbit 300 people". Writers on "secret space programs" have read the line as a slip revealing a hidden fleet.[1][2]
The diary entry

After a meeting with congressmen on aid to the Nicaraguan Contras, Reagan wrote that lunch was with five top space scientists and was fascinating; that space was truly the last frontier, with developments in astronomy that were like science fiction except that they were real; and that he had learned the shuttle could orbit 300 people. He added that later in his office one of the guests, physicist Edward Teller, reported on progress in defence research on a way to stop nuclear missiles, and complained that congressional advocates of lower defence spending were cutting the program's funds. The entry does not name the other scientists.[1]
Interpretations

Because NASA's space shuttles carried at most about seven or eight people each, some writers read the line as revealing a hidden fleet of spacecraft. Others point out that the guests were space advocates and may have been describing what the shuttle fleet could achieve over time or in theory, or that Reagan misunderstood a figure.[1][2]
Context

The diary is published by the Ronald Reagan Presidential Foundation. Reagan also spoke publicly several times about how an alien threat might unite humanity, which has added to speculation about his interest in the subject. The meaning of the shuttle line remains unclear.[1][2]
