John Maynard, a retired U.S. military intelligence analyst who ended his career at the Defense Intelligence Agency (DIA), gave testimony to Steven Greer's Disclosure Project in October 2000 describing evidence of UFOs he said he encountered during a 21-year career. His account was published in the project's 2001 briefing document.[1][2]
Career
Maynard said he served 21 years and retired in 1980. He began as an analyst with the Army Security Agency, worked in Okinawa analysing Chinese communications in the late 1950s and early 1960s, served in Europe and, in 1976–78, in Turkey as an administrator at a NATO headquarters, and finished at the DIA as an administrator in charge of most documents for its Requirements and Evaluation division.[1]
His claims
Maynard said that while in Okinawa he came across radio signals that did not fit known traffic patterns, and that a colleague privately told him they were not coming from Earth; he believed he was moved from the job for being too curious. In Europe, he said, he did preliminary investigations of UFO sightings for counterintelligence officers, sending reports to the CIA, the DIA and Air Force investigators. He also said he saw reconnaissance photographs showing round, oblong and triangular objects, that during the Camp David accords period there were reports of SR-71 flights over the Sinai being accompanied by unknown objects, and that a radar-satellite project he visited had half its satellites pointed away from Earth. He recalled being sent to collect files from Col. Philip Corso at the Pentagon, who told him that one day back-engineered technology would be widely available.[1]
Compartmentation
Much of Maynard's testimony described how secrecy works: he said there were only three classification levels, with code-word compartments such as Umbra or Talent Keyhole controlling access, so that few people saw the whole picture. He said the National Reconnaissance Office had taken over much of the UFO role after Project Blue Book ended. His testimony was later reproduced in Greer's book Hidden Truth, Forbidden Knowledge (2006).[1][3]
Assessment

Maynard's service record and specific claims have not been independently confirmed. Like other Disclosure Project testimony, his account was presented at Greer's May 2001 press conference in Washington, where critics such as former NASA engineer James Oberg questioned Greer's larger claims.[1][2]
