On Coast to Coast AM on the night of 19–20 July 2020, Luis Elizondo said he had recently met, at a classified meeting on Capitol Hill, a man who told him he had held Elizondo's job "back in the '80s", which Elizondo took as evidence of an earlier government UFO effort.[1]
The account

Elizondo, appearing with fellow To The Stars Academy member Christopher Mellon and host George Knapp, said he had been invited to a meeting on the Hill to answer questions at the classified level. An older man sitting in the corner did not introduce himself at first, then came up and said he had held Elizondo's job with a particular service, which Elizondo did not name, in the 1980s. Elizondo said the others in the room clearly knew who the man was.[1]
"We didn't get as far"

Elizondo said the encounter made clear that AATIP was not the first effort of its kind, and that the man told him his group "didn't get as far as you guys". Elizondo said he did not know whether that referred to staffing, political support of the kind Senators Harry Reid, Ted Stevens and Daniel Inouye gave AATIP, budget, or findings. He did not identify anyone involved.[1]
Context
In the same broadcast Elizondo discussed the legality of any hidden programs. That year To The Stars Academy was briefing lawmakers, and Congress went on to require the intelligence community to produce a public report on UAP, delivered in June 2021.[1][2]
Assessment
The account rests on Elizondo's description of an unnamed person, and no record of a 1980s program matching it has been released.[1]
