Roscoe Hillenkoetter (1897–1982) was a U.S. Navy admiral and the first Director of the Central Intelligence Agency (1947–1950). After retiring he joined NICAP's board and in 1960 said that the Air Force was concealing UFO facts behind ridicule.
MJ-12

The MJ-12 documents name Hillenkoetter as the author of the 1952 briefing to President-elect Eisenhower. He resigned from NICAP in 1962. His role in the MJ-12 papers is considered evidence by some for authenticity and by others as a sign of a careful forgery.
