Marcia S. Smith was a space policy analyst at the Congressional Research Service (CRS), part of the Library of Congress, from the 1970s to the 2000s.
UFO reports
In 1976 and later years, Smith prepared reports for members of Congress summarising the history of government UFO investigations and the state of the evidence, in response to requests from lawmakers. Attorney Daniel Sheehan said that in 1977 he worked with the CRS on a related study for the Carter administration and was shown classified Project Blue Book material at the Library of Congress. Smith's reports are respected as balanced summaries.
