Work

According to Jacques Vallée's journals, around 1990 Blackburn told him he had helped build the TRESTLE facility, a huge wooden test structure at Kirtland Air Force Base used to test aircraft against electromagnetic pulses. In 1998 he patented a technology to improve vehicle efficiency. He appears in several accounts of private and official interest in UFOs in the 1980s and 1990s.
