Robert Byrd (1917–2010) was a U.S. Senator from West Virginia from 1959 until his death, the longest-serving senator in American history at that time. He served as Senate Majority Leader and chaired the powerful Senate Appropriations Committee, which controls federal spending.
UFO connection

Byrd is said to have taken a private interest in UFOs and secret budgets. According to Jacques Vallée's journals and other accounts, his appropriations staff, led by counsel C. Richard D'Amato, investigated classified "black budget" programs in the 1990s, including possible UFO-related projects, and concluded that some existed but could not be accessed. Christopher Mellon, later a Pentagon intelligence official, also worked for the Senate in this era. Byrd never commented publicly.
