In this portion of the video you can see the kite, then it pans down to the lights. I have drawn a diagram to make it clear what you are seeing

So we have these 2 "blue plasma UAP" videos in this sub from the last couple of days, and they of the same object in the same place and it appears to be a light attached to a kite string. There is no anomalous behaviour going on. Feel free to debate me if you don't believe it.
