Elizondo and the Mansfield Amendment — Elizondo highlights the Mansfield Amendment, which limited military research funding.

In 2022, Luis Elizondo told mathematician Eric Weinstein, in a podcast interview, that the 1969 Mansfield Amendment was important for understanding the history of UAP. The amendment, sponsored by Sen. Mike Mansfield, prohibited the Defense Department from funding research that didn't have a direct military application.

The amendment ended Pentagon funding for much basic research, including the Air Force's support for general relativity and gravity research, which had been substantial in the 1950s and 1960s. Weinstein has argued that the amendment pushed fundamental physics research out of public view, possibly into classified programs.

Historians generally see the Mansfield Amendment as a response to opposition to the Vietnam War and to military funding of universities. Its connection to UAP is a theory, not a documented fact.
