Overview
In 1960 a former head of the CIA joined the call for openness. Vice Admiral Roscoe Hillenkoetter, the first Director of Central Intelligence, made a signed statement on UFOs to Congress, which was reported in The New York Times on 28 February 1960.[1] On 22 June he told a newspaper that UFOs were "operating under intelligence control," were neither American nor Russian, and that the Air Force was not telling the public the truth. See Hillenkoetter's 1960 call for hearings.[2]
That year the Brookings Report, Proposed Studies on the Implications of Peaceful Space Activities for Human Affairs, was prepared for NASA's Committee on Long-Range Studies. It was submitted to the House Committee on Science and Astronautics on 18 April 1961.
The timeline's other 1960 entries are sightings. On 19 May residents of Ekuk, Alaska, reported a 25-foot silver object that hovered near power lines and dragged trash cans along the ground. An Air Force investigator found "no logical explanation," but Project Blue Book classified it as a balloon, although records showed it moving against the wind.[2] Airman Larry Rogers, a guard at Ben Guerir Air Base in Morocco, said he saw half a dozen glowing objects that jets were scrambled to intercept. He said he and other witnesses were debriefed, warned not to talk and shown AFR 200-2.[2] The account was collected by Robert Hastings.[2]
