Shellenberger had published a story alleging a secret government UFO program called Immaculate Constellation, based on a report from an anonymous whistleblower. On 13 November 2024 he testified about it at the House Oversight hearing "Unidentified Anomalous Phenomena: Exposing the Truth", alongside Luis Elizondo, retired rear admiral Tim Gallaudet and former NASA official Michael Gold. He told members that the intelligence community was treating the public "like children".[1][2]

The whistleblower later went public in 2025 and said he had found the program's name in a folder labelled "2018 Schriever Wargame". Writer Jason Colavito argued that the whistleblower had apparently mistaken documents from a fictional wargame for secret UFO revelations.[3]
