Michael Shellenberger (born 16 June 1971) is an American author and journalist. Known earlier for his writing on energy and the environment, he testified before Congress in November 2024 about an alleged secret UAP program called "Immaculate Constellation".[1][2]
Career

Shellenberger co-founded the Breakthrough Institute, an ecomodernist think tank, in 2003. His books include Apocalypse Never (2020), which argues against environmental alarmism, and San Fransicko (2021), about homelessness and drug policy in San Francisco. He ran as an independent in the 2022 California gubernatorial election, finishing third of 26 candidates with 4.1 per cent of the vote. He co-founded the newsletter Public.[1]
Immaculate Constellation testimony

Shellenberger had published a story alleging a secret government UFO program called Immaculate Constellation, based on a report from an anonymous whistleblower. On 13 November 2024 he testified about it at the House Oversight hearing "Unidentified Anomalous Phenomena: Exposing the Truth", alongside Luis Elizondo, retired rear admiral Tim Gallaudet and former NASA official Michael Gold. He told members that the intelligence community was treating the public "like children".[1][2]
The whistleblower later went public in 2025 and said he had found the program's name in a folder labelled "2018 Schriever Wargame". Writer Jason Colavito argued that the whistleblower had apparently mistaken documents from a fictional wargame for secret UFO revelations.[3]
