The "Jehovah" teletype is a document presented as a top-secret intelligence message dated 14 November 1998, part of the large set of papers California researcher Tim Cooper said he received from anonymous sources in the 1990s. It was published on the Majestic Documents website run by Robert and Ryan Wood.[1][2]

The page is marked "TOP SECRET" with a partly obscured codeword, carries the routing "MAJESTIC-12/33" and is addressed to "MAJSEC". It presents itself as an evaluated report from a "controlled clandestine intercept", saying a Russian government scientist in charge of a project equivalent to the U.S. Strategic Defense Initiative had been assassinated after an unauthorised disclosure. It then reports a conversation in Moscow between a contact code-named "MAJ" at Moscow State University and a U.S. counterpart code-named "JOSHUA" about results of attempts at contact, mentioning "Dreamland", leaks about "Area 54 and 17", Carl Sagan, Boris Yeltsin and funding from investors. The page bears handwritten annotations, including "Ward Desk" and "A51".[1]

Cooper said that throughout the 1990s he received many such documents describing MJ-12 and related programmes. The Woods analysed and published them, arguing some were genuine. Most researchers regard the Cooper documents as unverified and probably forged: their sources have never been identified, and analysts have found anachronisms and errors in many of them. The original MJ-12 papers that preceded them were called "completely bogus" by the FBI in 1988.[2][3]

The testimony notes that claims of a secret UAP "control group" have circulated under names such as MJ, Majestic, Majority and PI-40, none of which has been verified, and suggests that some such documents may have been created deliberately to confuse researchers.[2][3]
