According to Jacques Vallée's journals, in May 2007 astrophysicist Bernard Haisch told him that an experiment to extract energy from the quantum vacuum — "zero-point energy" — connected to the Pentagon's research agency DARPA and conducted at the University of Colorado, had so far given negative results.[1]
Haisch

Haisch (1949–2026) was an astrophysicist at Lockheed Martin's Solar and Astrophysics Laboratory, editor of the Journal of Scientific Exploration from 1988 to 1999, and, with Alfonso Rueda, author of the hypothesis that the electromagnetic zero-point field contributes to inertial mass. He founded the California Institute for Physics and Astrophysics in 1999.[2]
The Colorado work

Haisch and University of Colorado engineer Garret Moddel obtained U.S. Patent 7,379,286, "Quantum vacuum energy extraction", granted in 2008, which proposed drawing power from vacuum fluctuations by passing gases through tiny Casimir cavities that would alter atoms' electron orbitals. An experiment looking for a shift in the ground state of hydrogen flowing through a one-micrometre cavity gave no definitive result. A later test by Olga Dmitriyeva and Moddel, published in 2012, found radiation from gases flowing through Casimir cavities that they could not fully explain, leaving zero-point energy as one possibility.[3][4]
Assessment

A 2019 review by Moddel's group described the experimental results as tantalising but inconclusive, and said none of the proposed methods had been reliably demonstrated. The negative or inconclusive results are consistent with the mainstream view that zero-point energy cannot be tapped for useful power.[1][4]
