On 6 March 2015 Bob Fish, a former defense contractor, sent a second email to John Podesta, the Washington insider and longtime advocate of UFO disclosure. WikiLeaks published it in 2016 among Podesta's hacked emails.[1][6] Fish recounted a lunch with a senior Air Force non-commissioned officer (NCO). The NCO said he had worked for Project Blue Book in the 1970s, after its official closure, tracking UFOs that entered and left the ocean off Florida.[1][6] The story is secondhand, from an unnamed source recalled decades later, and nothing in it has been confirmed.[1][2]

Podesta, President Clinton's chief of staff and later counselor to President Obama, had long said the government had not answered citizens' questions about UFOs well. He has said he asked Clinton for information about Area 51 while in the White House.[7] He wrote the foreword to Leslie Kean's 2011 book UFOs: Generals, Pilots, and Government Officials Go on the Record, the book referred to in Fish's subject line. There he wrote that the American people "can handle the truth".[7] In 2016 he was chairman of Hillary Clinton's presidential campaign. Clinton promised on Jimmy Kimmel Live that, if elected, she would open government files on Area 51.[5][7]

When hackers broke into Podesta's private email account, the leaked messages turned out to include several UFO correspondents.[5][7]

  • The Apollo 14 astronaut Edgar Mitchell asked in 2014 and 2015 for conversations with Podesta and President Obama about "extraterrestrial disclosure".
  • The musician Tom DeLonge, formerly of Blink-182, tried to set up meetings with people he described as "A-Level officials", including General William McCasland of the Air Force Research Laboratory.

DeLonge later complained that "Wikileaks really messed some important stuff up".[3] The Clinton campaign did not confirm the emails' authenticity, and the U.S. government blamed Russia for the hack.[7] BuzzFeed News also catalogued the UFO material in the leak.[4]

The email

Under the subject line "Leslie Kean book - Blue Book", Fish said he had been prompted by an online article linking leaked NSA documents to the claims of Dan Sherman about a secret program. Fish added that he did not know Sherman or whether that program was real.[1][6] To establish his credentials, he said he had worked with Fort Meade, the NSA's headquarters, on classified communications projects. One of these was President Reagan's 1986 dedication of the new NSA headquarters building.[1]

The NCO's story

Fish said he had met the NCO in a top-secret (TS/SCI) cafeteria in El Segundo, California. According to the email, the man had several experiences:[1][6]

  • He was an electronic-intelligence (ELINT) technician flying in RC-135 reconnaissance aircraft from MacDill Air Force Base in Tampa. Their usual target was Cuban radar.
  • Flights were sometimes diverted to track UFOs off Florida's east coast. The objects had a landing and take-off area in the ocean east of Miami and north of Bermuda.
  • The objects gave off a specific electronic signature when entering or leaving the water, which made them trackable. The crew filmed them crossing between water and air several times.
  • He also flew on secret missions aboard WC-135 weather and hurricane-hunting aircraft over the area, collecting intelligence that he reported afterwards to a dedicated Air Force intelligence officer.

Fish's conclusion

Fish argued that if this was true, Blue Book had never really been disbanded. Only the outer layer of the onion, the "public information layer", had been stripped away in 1970.[1][6] He suggested the activity might be connected with "Sentry Eagle", which he described as a program for sharing UFO electronic intelligence between the Air Force and the NSA.[6] Project Blue Book officially ended on 17 December 1969.[2]

Assessment

The account is secondhand: Fish relays what an unnamed man told him at lunch, decades after the events described. No such films or records have been released, and the NCO has never been identified.[1][2] The Air Force's public position remains that Blue Book's 12,618 reports, of which 701 were left unexplained, showed no threat to national security and no evidence of extraterrestrial vehicles.[2] The email's main significance is as evidence of the kind of UFO material that reached a senior political figure in the years before the 2017 revelations about the Pentagon's AATIP program.[5][7]
