According to the testimony, retired Adm. Bobby Ray Inman, former director of the National Security Agency and deputy director of the CIA, said in a 2022 interview that during his career he had found plausible explanations for UFO reports. The remarks came in an interview with the Project Unity channel about his intelligence career, geopolitics and UFOs.[1][2]
Inman

Inman directed the NSA from 1977 to 1981 and was deputy director of Central Intelligence in 1981–82. He had earlier been director of naval intelligence. President Bill Clinton nominated him as Secretary of Defense in December 1993, but he withdrew the following month.[3]
The Oechsler tape
UFO researchers had long cited a telephone call recorded in May 1988 by researcher Bob Oechsler, in which Inman, asked whether any recovered vehicles might become available for research, said he did not know but that ten years earlier the answer would have been no. British writer Timothy Good presented this in 1991 as a hint that such vehicles existed. A reviewer who obtained the full tape reported that it contained no reference to UFOs, and Inman wrote in 1991 that Oechsler had "totally misrepresented" the conversation and that he knew of no MJ-12 group.[4][5]
Significance

Inman's 2022 comments support the view that his earlier remarks were polite answers rather than disclosures. Video of him discussing crash-retrieval claims has continued to circulate, and he remains one of the most senior intelligence officials to have been drawn into UFO discussions.[1][2][4]
